To ensure the health and safety of international travel and reduce the risk of cross-border spread of the epidemic, according to the requirements of the joint announcement issued by the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs on July 20, the specific implementation measures for passengers who are to fly from Cambodia to China to obtain COVID-19 negative certificate before boarding are as follows:

I. General Requirements

Since August 20, 2020, Chinese and foreign passengers who are to fly from Cambodia to China are required to take a nucleic acid test for COVID-19 within five days(120 hours) before boarding. The test should be taken at institutions recognized by the Chinese Embassy in Cambodia (see Annex I for the list).

Foreign Passengers are required to apply for a Health Declaration Form with COVID-19 negative certificate. The airline will inspect the Health Declaration Form before boarding.

II. Measures Applying to Foreign Nationals

Within 24 hours of getting the COVID-19 negative certificate and at least one working day prior to the departure of the flight, a foreign passenger should send a scanned photocopy of the passport data page, COVID-19 negative certificate and signed Health Declaration Form(See Annex II) to the designated email address of the Embassy (nat_khm@163.com) for assessment. The Embassy will send the certified form back to the passenger via email. The passenger should print out and bring a hard copy of the certified form to the airport for inspection by the airline before boarding.

For those foreign nationals departing from another country and ultimately bound for China who transfer via Cambodia, he/she shall apply for a Health Declaration Form from the Chinese embassy or consulate in the departure country. Please make sure that the Health Declaration Form is within the validity period during transit and bring the declaration form to the airport for inspection by the airline before boarding.

III. Special Reminders

(I)Application for the Health Declarion Form must be sent to the designated email address (nat_khm@163.com) within 24 hours of getting the COVID-19 negative certificate and at least one working day prior to the departure of the flight. The failure to complete the nucleic acid test for COVID-19 in time or to obtain a COVID-19 negative certificate, or to hold a valid Health Declaration Form before boarding indicates that the passenger is ineligible for boarding, and will need to rearrange or adjust his/her itinerary.

(II) passengers who are to fly to China from Cambodia via countries (click the link for the list of countries concerned: https://hr.cs.mfa.gov.cn/help_two/help-two/gj.html) which have implemented the measures for taking flights with COVID-19 negative certificates, will also be checked for Health Declaration Form when transit. Please take a nucleic acid test for COVID-19 at institutions recognized by the Chinese Embassy in Cambodia in advance and apply for the Health Declaration Form with the Chinese Embassy in Cambodia. Please make sure the Health Declaration Form is within the validity period during transit, otherwise boarding at the transit site will be refused, and the resulting overstay and other consequences shall be borne by the passenger him/herself.

(III) Please strictly abide by the laws and regulations of China and Cambodia as well as the epidemic prevention regulations. All passengers should confirm that they are in good health conditions and showing no symptoms as fever, cough etc., and should present the Health Declaration Form with the seal of the Embassy before boarding, otherwise will be refused to board. Any passenger who deliberately conceals the sickness forges a COVID-19 negative certificate to obtain the Health Declaration Form will bear the corresponding legal consequences.

(IV)The scanned photocopies of COVID-19 negative certificate and other documents required uploaded by applicants must be complete and clear and must not be altered, otherwise the reviewing work will be affected and the losses shall be borne by the parties themselves.
